The Publicera platform
Publicera is the national digital platform for Swedish scholarly open access journals. Everything published on Publicera is available for everyone to read, free of charge.
Publicera offers infrastructural support to help Swedish scholarly journals transition to an open access publishing system. It provides a common platform for the journals, aiming to enhance their visibility and accessibility.
How Publicera works
Each journal on Publicera has its own website.
Publicera is built on Open Journal Systems (OJS) External link, opens in new window., a standardised, open-source system that supports editorial teams throughout the entire publishing process – from manuscript submission and peer review to the publication of articles and metadata. OJS is used by more than 50,000 journals worldwide.
To help journals make the most of the platform, the National Library of Sweden (Kungliga biblioteket, KB) offers several complementary services.

There is no cost for journals to be hosted on Publicera.
Requirements for joining
To join Publicera, journals must meet a set of requirements, including:
- Publishing content with immediate open access, under a Creative Commons license.
- Publishing at least 15 peer-reviewed articles over a three-year period.
- Assigning DOI numbers to published content.
These requirements help ensure that journals on the platform meet recognised scholarly publishing standards and comply with guidelines from funders, indexes and databases.

The journals
The number of journals on Publicera continues to grow. They cover a wide range of research fields, including archaeology, literature, medicine and law. In addition to peer-reviewed articles, the journals publish other types of content, such as essays, reviews, and opinion pieces.
The National Library's role
The National Library (Kungliga biblioteket, KB) has been tasked by the government with developing and managing the national platform for Swedish scholarly open access journals.
This mandate is based on recommendations made in the report Financial and technical support for open access scholarly journals External link, opens in new window.. KB manages the platform and provides technical support to journal editors.
KB does not act as a publisher. Full financial and editorial responsibility remains with each journal’s owner and editorial team.
Development council
KB has a development council for Publicera that offers advice and discusses strategic matters related to the platform’s development and the library's cooperation with stakeholders.
